आजमगढ़ मंडलायुक्त के निर्देश पर जुलाई 2025 से बलिया जिले के सभी सरकारी विभागों में अधिकारियों एवं कर्मचारियों की उपस्थिति बायोमेट्रिक मशीन द्वारा दर्ज करना अनिवार्य किया गया। इस क्रम में जिलाधिकारी बलिया ने चिकित्सा, स्वास्थ्य एवं परिवार कल्याण विभाग को सख्त निर्देश दिए थे कि जिला अस्पताल, महिला अस्पताल, मुख्य चिकित्साधिकारी कार्यालय, सभी सामुदायिक स्वास्थ्य केंद्र (CHC), प्राथमिक स्वास्थ्य केंद्र (PHC) तथा नए प्राथमिक स्वास्थ्य केंद्रों पर बायोमेट्रिक मशीन, सीसीटीवी कैमरा एवं वाई-फाई कनेक्टिविटी स्थापित की जाए, ताकि हर गतिविधि पर कड़ी निगरानी रखी जा सके।\"\"<\/p>\n

लेकिन हकीकत इससे बिल्कुल उलट दिखाई दे रही है। स्वास्थ्य विभाग में करीब 50% अधिकारी और कर्मचारी नियमित रूप से बायोमेट्रिक उपस्थिति दर्ज नहीं करते। चौंकाने वाली बात यह है कि जब वेतन बनाने के लिए उपस्थिति मस्टरोल तैयार किया जाता है, तब गैरहाजिर कर्मचारी एक ही दिन में पूरे महीने की बायोमेट्रिक उपस्थिति दर्ज कर देते हैं। यानी बिना ड्यूटी किए, वेतन लेना आसान हो जाता है।<\/p>\n

सूत्रों का कहना है कि इस हेराफेरी के पीछे पैसों का लेन-देन भी शामिल है। बायोमेट्रिक अटेंडेंस को फीड कराने के नाम पर अधिकारी-कर्मचारी मिलकर एक नेटवर्क बनाते हैं और शासन के आदेशों की धज्जियां उड़ाते हैं।<\/p>\n

यदि जुलाई 2025 से अब तक का सीसीटीवी फूटेज प्रशासन द्वारा खंगाला जाए, तो सारी गड़बड़ियां साफ-साफ सामने आ जाएंगी। इसमें यह भी स्पष्ट हो जाएगा कि कौन कर्मचारी वास्तव में ड्यूटी पर आता है और कौन सिर्फ कागजों में मौजूद रहता है।<\/p>\n

विशेषज्ञों का मानना है कि यदि शासन-प्रशासन प्रत्येक सप्ताह आकस्मिक निरीक्षण शुरू कर दे, तो पूरे स्वास्थ्य विभाग की पोल खुल जाएगी। इससे न केवल सरकारी आदेशों की गंभीरता बनी रहेगी, बल्कि जनता को भी वास्तविक सेवा मिल सकेगी।<\/p>\n

अब देखने वाली बात यह होगी कि जिलाधिकारी और मंडलायुक्त इस पूरे मामले पर कब और कैसी सख्त कार्रवाई करते हैं, क्योंकि यह सीधे तौर पर जनता की स्वास्थ्य सेवाओं और सरकारी धन की बर्बादी से जुड़ा बड़ा मामला है।<\/p>\n","protected":false},"excerpt":{"rendered":"
